Climate Safety Center (CSC) strengthens employer safety programs for extreme heat and wildfire smoke by reinforcing training and supporting clear, timely safety communication aligned with Cal/OSHA guidance.


CSC is designed to fit into real-world field operations without adding systems, complexity, or decision burden. Employers retain responsibility for evaluating conditions, implementing controls, and making compliance decisions.


Alignment with Cal/OSHA

CSC is developed with reference to Cal/OSHA regulations related to extreme heat and wildfire smoke, including:

CSC supports training reinforcement and safety communication aligned with these regulations, but does not determine compliance or substitute for employer judgment.


How CSC Supports Employers

CSC provides a simple, two-part system that works together to reinforce required training and support safety communication when conditions change.


1. Training Reinforcement (Baseline)

CSC reinforces heat and wildfire smoke safety training aligned with Cal/OSHA guidance through short, plain-language instructional videos delivered by phone text message.

How training reinforcement works:

  • Training content is delivered directly to personnel by phone text
  • Accessible on standard mobile phones in the field
  • No LMS, apps, logins, or classroom scheduling required
  • Personnel complete training at a time that fits operational conditions

Upon completion:

  • Personnel receive a certificate of completion
  • Employers retain access to training records for documentation and internal review

Training reinforcement is designed to support awareness and understanding, and to complement existing employer safety programs and supervisory oversight—without disrupting operations.


2. Heat & Smoke Safety Alerts (Ongoing Reinforcement)

When extreme heat or wildfire smoke conditions reach levels aligned with Cal/OSHA guidance, CSC provides phone text alerts with plain-language safety reminders.

How alerts are used:

  • Alerts notify employers that changing conditions may warrant renewed safety communication
  • Messages reinforce training concepts already covered
  • Employers choose how and when to share messages with supervisors and crews

Alerts are designed to support awareness and communication during the season—not to assess site-specific conditions, issue directives, or determine compliance actions.

What CSC Does Not Do

CSC does not replace employer safety programs. Employers retain responsibility for evaluating conditions, implementing controls, and meeting Cal/OSHA requirements.

CSC does not:

  • Monitor worksites or employee exposure
  • Assess site-specific conditions
  • Direct employers to stop or continue work
  • Mandate protective measures or controls
  • Determine Cal/OSHA compliance or enforcement outcomes
